JOB SUMMARY
The Talent Development Specialist is responsible for designing and delivering high-quality learning and talent development solutions across the Group. Operating within a centralized Talent Development model, this role contributes to building scalable programs, enhancing learning experience, and strengthening organizational capability.
The role combines instructional design, program execution, and digital learning management, ensuring consistent and impactful delivery across hospitals and clinics. The position also supports key talent initiatives such as leadership development, career pathways, and employee engagement programs.
PRIMARY RESPONSIBILITIES
1. Learning Design & Development
- Design and develop structured learning programs, curricula, and learning journeys aligned with organizational capability frameworks
- Apply instructional design principles to create engaging learning experiences (classroom, virtual, and digital)
- Develop learning materials, facilitator guides, and participant resources
- Continuously improve content based on feedback and learning data
2. Talent Development Programs
- Support the implementation of group-wide talent initiatives (e.g., leadership development, HiPo programs, succession planning)
- Coordinate assessments, 360 feedback, and development interventions
- Track participant progress and ensure program effectiveness
3. Learning Operations & Delivery
- Plan and execute training programs across hospitals in collaboration with HRBPs and local teams
- Ensure high-quality delivery, participant experience, and program logistics
- Monitor training effectiveness and recommend improvements
4. Learning Platform & Digital Learning
- Manage and maintain the Learning Management System (LMS)
- Upload, track, and optimize digital learning content
- Collaborate with vendors and IT to enhance platform performance and user experience
5. Training Needs Analysis & Data Insights
- Support training needs analysis (TNA) by consolidating inputs from assets
- Analyze learning data to identify capability gaps and development priorities
- Prepare reports and dashboards on learning effectiveness and program impact
6. Engagement & Learning Communication
- Develop engaging communication materials to promote learning programs
- Create visual and digital content to enhance learner engagement (using multimedia tools — Canva, Photoshop, Premiere, CapCut, and AI-based design/editing tools is a must.)
- Support employee engagement initiatives related to learning and development
7. Vendor & Stakeholder Partnership
- Work with external training providers on program delivery and quality
- Collaborate with HRBPs and business leaders to ensure alignment with business needs
- Partner with senior stakeholders (e.g., GM, functional leaders) on talent and capability development
8. Employer Branding and Internal Communication
- Collaborate with TA and Communications teams to develop learning and engagement content for internal channels.
- Create visuals and presentations to promote development programs and success stories.
9. Employee Engagement
- Support the design and execution of employee engagement programs and initiatives
- Coordinate activities, events, and campaigns to enhance employee experience
- Collect feedback and engagement data to track effectiveness
- Develop communication materials to promote engagement initiatives
10. Additional Responsibilities
- Contribute ideas to enhance learning and talent development experience.
- Perform other related duties as assigned by the Talent Development Manager

Job Required Skills And Qualifications
Required Background, Soft Skills and Mindset
- Bachelor’s degree in Human Resources, Psychology, Education, Business Administration, or related field.
- 3–5 years of experience in Learning & Development, Talent Management, or HR.
- Experience in a healthcare or group structure is an advantage.
- Proficiency in English (written and spoken).
- Proficiency in graphic design and multimedia tools — Canva, Photoshop, Premiere, CapCut, and AI-based design/editing tools is a must.
- Strong coordination and project management skills.
- Good presentation and facilitation skills.
- Analytical and detail-oriented; comfortable working with data.
- Proficiency in MS Office (Word, Excel, PowerPoint); experience with LMS is a plus.
- Effective communication and teamwork abilities.
