JOB SUMMARY

• The OPEX Procurement Manager executes the group’s centralised procurement strategy and projects for assigned categories across the Hoan My network
• The role leads end-to-end sourcing and contracting execution for category initiatives, including RFx management, commercial negotiation support, supplier selection processes, and award recommendations, in line with group governance and hospital requirements
•  The position provides functional leadership to category buyers across hospitals by standardising ways of working, strengthening capability, and improving cycle time, contract utilisation, and compliance through disciplined process and system execution

PRIMARY RESPONSIBILITIES

Financial Value Creation

• Deliver validated savings and commercial improvements for category projects under the centralised procurement plan
• Drive price and commercial competitiveness through structured sourcing, negotiation, and contract award recommendations
• Ensure savings are measurable, auditable, and aligned with baseline rules

Operational & Technology Excellence

• Execute end-to-end centralised sourcing projects to plan, including RFx, evaluation, award, and contracting support
• Enforce disciplined PR–PO workflow and documentation standards for OPEX sourcing projects and related purchases
• Drive ERP-enabled execution, data discipline, and cycle time improvement across the OPEX buyer community
• Ensure contract usage discipline by hospitals for items within scope of centralised OPEX contracts

Stakeholder Management

• Manage stakeholder engagement with hospitals, clinical leaders, functional leaders, Finance, and Group functions to ensure timely decisions and realistic plans
• Provide clear communication, progress visibility, and issue resolution for category procurement projects

People Management

• Lead the category buyer community across the hospital network through capability building, alignment, and performance discipline
• Standardise ways of working, templates, and good practices across hospital buyers for category
• Coach buyers on core procurement discipline, including negotiation preparation, documentation standards, and supplier engagement conduct

• Education: Bachelor’s degree in Supply Chain, Business, Finance, Engineering, or related discipline
• Procurement execution: Proven experience executing sourcing projects and supplier awards for category at scale
• Commercial discipline: Working knowledge of contracting fundamentals, commercial risk management, and negotiation preparation for high-value purchases
• Systems: Experience working with ERP-enabled procurement workflows and standard procurement documentation practices
• Healthcare or regulated environments: Experience in regulated sectors is an advantage, with comfort operating under compliance expectations
• Execution ownership: Ability to run structured sourcing projects end-to-end and deliver outcomes on schedule
• Stakeholder management: Ability to align hospitals and group functions, manage trade-offs, and resolve issues pragmatically
• Commercial judgement: Ability to negotiate within mandate and identify contract and service risks that matter operationally
• Analytical rigour: Ability to work with cost baselines, evaluation models, and performance data to support decisions
• People leadership: Ability to coach and align a distributed buyer community to consistent standards and discipline
