GROUP CHIEF INFORMATION OFFICER
JOB SUMMARY:
In this impactful leadership-by-example position with Hoan My Medical Corporation (HMC), you will get an opportunity to be hands on and get into the details of complex healthcare solutions.
You will collaborate closely with the Group Board, HMC departments and Hospital Leadership to craft and implement innovative patient centric strategic plans and develop integrated technology roadmaps to advance healthcare in Vietnam.
As CIO you will:

- Drive steward HMC through the current seasons of our digital transformation strategy implementation to ensure we are focused on the right best-in-class smart hospitals technologies, deployed at the right time, achieve sustainable ROI and interwoven with Cybersecurity
- Develop HMC Cybersecurity and HMC IT Services functions to better support the Hoan My network of hospitals and Clinics
- Develop group shared services (with policies, standards and SOP) that can be cost effectively adopted and consumed by all.
JOB RESPONSIBILITIES:
Operationalise Digital Transformation Strategy and Technology Roadmap
Digital transformation strategy
- Identify strategies that will further deepen the use of technology in cost saving measures.
- Target standardization whilst accommodating exceptional approved ad hoc scenarios to ensure practical implementation/
- Partner with hospital leaders to understand their needs and ensure that investments are properly prioritized, scoped, delivered and managed in support of group priorities and business requirements.
- Design new methods, procedures and system (both automated and manual) to improve the processing and flow of information within the group.
Technology roadmap
- Partner with internal and external parties to plan, architect and integrate services within HMC technology ecosystem
- Monitor changes or advancements in technology to discover ways the HMC can gain competitive advantage.
- Develop master data architecture framework that allows for secure, extensible and scalable data exchange between current and future information systems
Project leadership and high-quality delivery
- Ensure effective quality assurance and the overall integrity of new and existing projects – focusing inwardly on the internal consistency of projects, and outwardly on its coherence with infrastructure and cybersecurity planning, interfaces/ dependencies with other projects and group standards
- Partner with HMC departments and senior hospital leaders on their strategic roadmap, understand their operational issues and opportunities
- Support HMC IT Project members for approval processes and dealing with impactful escalations
- Oversight of large project budgets, monitoring expenditure and costs against delivered and realized benefits as the projects progress
Continuous development and operationalization of the Cybersecurity and risk framework
- Ensure deployment of industry-standard application frameworks, policies, procedures and standards
- Ensure all IT applications are compliant with agreed quality, performance and customer experience standards, or have realistic plans in place to address areas requiring remediation
- Ensure risk management and compliance tasks from internal or external parties are completed
- Ensure quality of advice, counsel and support on application information security matters
- Ensure DRP (Disaster recovery planning) and BCP (Business continuity planning) align with HMC business and governance requirements
Budgeting and ROI
- Detailed understanding of HMC IT and hospital IT CAPEX and OPEX budgets
- Review and approve purchase requests
- Maintain accurate all inventories (including licensing) and optimize all ongoing corresponding costs across the group
Oversight BAU operations, escalations and BCP
- Cybersecurity
- Infrastructure
- Applications
Seamless integration and standardization of master data for Group-wide information systems
- Establish Information Systems Master Data Committee
- Survey Information System environment (internal and external)
- Develop and publish COE Information System manuals
- Continuous alignment and improvement of all Hoan My Information Systems
Knowledge and IP are developed and maintained and stays within HMC
- Alignment of all policies, standards and SOP
- Ensure all systems and processes are documented and maintained
- Ensure succession plans for all HMC IT department members are maintained
Be relational with vendors and develop partnerships
- Establish strong vendor governance and compliance
- Approach supplier as partners so they can better understand Hoan My and contribute more effectively
- Oversee and contribute to product evaluations, service selections and tender assessment in accordance with Procurement department procedures
Industry Healthcare knowledge and trends
- Maintain industry knowledge
- Monitor related legislative, legal and statutory changes (including Ministry of Health – MOH)
- Identify and monitor environmental and industry trends
- Identify current and emerging technologies and issues
QUALIFICATIONS & SKILLS REQUIREMENTS
- 10+ years’ proven experience as Head of IT, Deputy CIO or similar senior managerial transformation role
- Bachelor’s degree in computer science, technology or relevant field
- Be knowledgeable about the healthcare sector, regulations and industry
- Professional English written and verbal communication skills (Vietnamese is a major plus)
- Experience of data center or date center products and hosting
- Experience or knowledge with Cloud Service (AI, automation are major pluses) Providers is preferred
- Extensive experience in a managerial role within an IT or related field, including experience of managing a global function
- Inquisitive, proactive, innovative, ethical and authentic
- Ability to build strong relationships and communicate with a wide spectrum of stakeholders
- Confidence and presence to deal with both hospital leadership and senior projects stakeholders
- Sensitive to cultural differences across hospitals and clinics with excellent negotiation and communication skills exhibiting tact and diplomacy
- Ability to focus on the little things and understand how these contribute to the success of larger things
- Ability to derive business benefits form technology and recognise opportunities
- Highly organized and able to oversee multiple projects and multiple employees concurrently and prioritise accordingly
- Strong leadership and coaching skills – can be inspire high levels of performance and commitment
- Strategic planning skills with practical hands-on execution mindset
