GROUP CHIEF INFORMATION OFFICER
JOB SUMMARY:
As Group CTO of the largest private healthcare provider in Vietnam, this is a rare opportunity to get hands-on with complex healthcare value driven solutions that advance the health and well-being of all Vietnamese people. You will partner with the Group CEO, executive management team, Group departments and Hospital Leadership to craft integrated technology roadmaps and implement innovative patient-centric solutions.
You will come in as a seasoned leader and deep technologist that actively participates in shaping how IT can drive ease of use and scale efficiency across the Group. You will act as a change agent, seeking opportunities to smartly challenge the status quo and execute on a Group-wide level whilst being mindful to resolve site specific process and workflow conflicts.
As Group CTO, you will:
- Take ownership of the digital transformation journey to ensure we are focused on the right best-in-class smart hospital technologies and platforms, deployed at the right time with efficient ROI and interwoven with Cybersecurity
- Adopt a data-centric approach for implementing and integration platforms
- Target standardisation and unification whilst accommodating exceptional ad hoc scenarios to ensure practical implementation
- Provide transparent and accurate oversight and reporting of all technology matters to Group CEO and Board
- Develop and deploy group shared services and standards that can be cost effectively adopted, and scaled across the Hoan My Network
- Understand hospital core business processes and their data work flows so they are seamlessly integrated with Group Information Systems and platforms
- Set Group aligned objectives and goals for Group IT to support their delivery of first-class technology services for projects and operations
JOB RESPONSIBILITIES:
Leadership of Digital Transformation Strategy and Technology Roadmap
- Lead the technology strategy in collaboration with the executive management team, ensuring alignment with business objectives
- Develop and implement the Hoan My technology vision and roadmap to achieve long-term goals
- Identify and implement strategies that will further deepen the use of integrated technology in cost saving measures and efficiency for Hoan My
- Design and implement new methods, procedures, and systems (both automated and manual) to improve the processing and flow of information within the Group
- Stay informed on emerging healthcare technologies and assess their potential impact on the business and create competitive advantages
- Partner with hospital leaders to understand their needs, and ensure that investments are properly prioritised, scoped, delivered and managed in alignment with Group priorities and business requirements
Seamless Integration, Standardisation and Unification of Master Data for Group-wide Information Systems
- Establish Information Systems Master Data Committee
- Develop master data architecture framework that allows for secure, extensible and scalable seamless data exchange between current and future information systems
- Continuous integration alignment and improvement of Hoan My Information Systems
- Publish and keep current Centre of Excellence Information Systems manuals
Project Leadership and High-Quality Delivery
- Oversight integrity of new and existing projects – focusing on internal consistency and outwardly on their coherence with infrastructure / cybersecurity planning and dependencies with other projects and Group standards
- Provide accurate reporting and oversight of status and dependencies across all projects for Group reporting
- Support Group IT Project members for approval processes and dealing with impactful escalations
- Oversight of project budgets; monitoring expenditure and costs against delivered and realised benefits as projects progress
Stakeholder Engagement
- Act as a technology ambassador, communicating technical initiatives to stakeholders, including the Board, investor, and Hoan My network as required
- Collaborate across departments to identify and address technology needs
Technology Operations, Product Development and Delivery
- Oversee the design, development, and deployment of products and services, ensuring quality, security, and scalability
- Manage, optimise and unify infrastructure across the Hoan My network to support current and future operations
- Establish and enforce policies for data protection, cybersecurity, and compliance
Team Leadership and Development
- Develop and mentor a high-performing technical team, fostering innovation and collaboration with a common-sense approach
- Right people, right seats approach to recruitment, retention, and performance of technical staff
- Promote a culture of accountability, creativity, simplicity, and continuous learning
Infrastructure and Security
- Ensure the security, scalability, resilience and unification of Hoan My information systems and platforms
- Establish protocols to safeguard the company’s intellectual property and customer data
- Drive compliance with industry regulations and standards
Continuous Development and Operationalisation of Cybersecurity and Risk Framework
- Ensure deployment of industry-standard application frameworks, policies, procedures and standards.
- Ensure all IT applications are compliant with agreed quality, performance and patient experience standards; or have realistic plans in place to address areas requiring remediation
- Ensure risk management and compliance tasks from internal or external parties are completed
- Ensure quality of advice, counsel and support on application information security matters
- Ensure DRP (Disaster Recovery Planning) and BCP (Business Continuity Planning) align with Group business and governance requirements
Finance and Budgeting
- Detailed understanding of Group IT and hospital IT CAPEX and OPEX budgets
- Review and approval of purchase requests
- Maintain accurate inventories and optimise all ongoing corresponding costs for Group and ensure accurate recharge
Knowledge, IP and Documentation
- Ensure all systems and processes are documented and maintained
- Ensure succession plans for all Group IT department members are maintained
- Ensure knowledge and documentation repositories stay secure within Hoan My
Vendor Management
- Relational approach with vendors as partners so they can better understand Hoan My and contribute more effectively
- Establish strong vendor governance and compliance in alignment with Group Procurement
- Oversee and contribute to product evaluations, service selections and tender assessment with Group Procurement
Industry Healthcare Knowledge and Trends
- Maintain industry knowledge, especially locally as it pertains to Vietnam, and globally for best practises
- Monitor related legislative, legal and statutory changes (including Ministry of Health and Department of Health)
- Identify and monitor environmental and industry trends
QUALIFICATIONS & SKILLS REQUIREMENTS
Required Technical Skills
- Healthcare IT and Systems Architecture: EMR, HIS, and interoperability and data standards (including HL7, FHIR (Fast Healthcare Interoperability Resources), DICOM, and CCD)
- Data: Optimised data warehouse design, architecture, best practices and large-scale data cleaning best practices.
- Data Security and Privacy: Cybersecurity, Data Governance, (for reference) HIPAA Compliance
- Software Development and Integration: Healthcare Application Development, APIs and Integration, familiarity with Devops
- Digital Health Tools and Mobile Health (mHealth): Familiarity with digital health tools, mobile health applications, and wearable device integration.
- Telemedicine and Remote Patient Monitoring: Telemedicine Platforms, Virtual Care, Remote Monitoring Devices
- Cloud Computing: Cloud Platforms, Cloud Security and Disaster Recovery / Business Continuity
- IT Infrastructure Management: Virtualisation, Server Management, Network Management.
- Artificial Intelligence (AI) and Machine Learning (ML): AI in healthcare, data analytics and Natural language Processing (NLP)
Required Background, Soft Skills and Mindset
- 10+ years’ proven experience as CTO or similar senior managerial transformation role
- Bachelor’s Degree in computer science, technology, or relevant field
- In-depth knowledge of the healthcare sector, its regulations, and operational challenges.
- Professional English written and verbal communication skills (Vietnamese is a major plus)
- Demonstrates an ethical, proactive, and innovative mindset with a focus on continuous improvement.
- Cross-Disciplinary Collaboration ability to communicate effectively with non-technical healthcare staff, clinicians, and executives, translating technology concepts into actionable business decisions
- Ability to formulate recommendations, present to senior audience and develop implementation plans
- Confidence and presence to deal with both hospital leadership and senior project stakeholders
- Sensitive to cultural differences across hospitals and clinics with excellent negotiation and communication skills exhibiting tact and diplomacy
- Ability to derive business benefits from technology and recognise opportunities
- Proven ability to manage complex projects, prioritize tasks, and lead diverse teams in a high-pressure environment.
