Job Description

JOB SUMMARY

This role is responsible for leading centralized C&B and HR Shared Service Center operations for assigned entities/areas, including payroll governance, statutory insurance, PIT, employee lifecycle transactions, HR service delivery, audit readiness, C&B reporting and workforce cost forecasting. The role manages team performance, ensures service quality and compliance, supports stakeholders with data-driven insights, and drives process standardization and continuous improvement across the HRSSC scope.

 

PRIMARY RESPONSIBILITIES

Payroll Governance & C&B Operations Leadership

  • Lead and oversee monthly payroll processing for assigned entities/areas, including attendance, OT, allowances, salary adjustments, benefits, deductions and other payroll components.
  • Review payroll calculations, PIT, statutory insurance and other C&B transactions to ensure accuracy, policy compliance and legal compliance before payroll finalization.
  • Validate key payroll inputs and approval documents, manage payroll exceptions and ensure corrective actions are completed before cut-off.
  • Provide technical guidance to C&B Executives and ensure consistent application of C&B policies, payroll procedures and confidentiality requirements.
  • Drive payroll process standardization and governance under the HR Shared Service Center model.

HR Service Delivery, Area Performance & Audit Management

  • Manage C&B service delivery performance for assigned entities/areas and monitor SLA/KPI achievement, service quality and stakeholder satisfaction.
  • Review and supervise employee lifecycle transactions, including e-labor contracts, personnel file completeness, social insurance/PIT documents and C&B-related employee services.
  • Act as the escalation point for complex payroll, PIT, statutory insurance, HR system and C&B-related inquiries within assigned scope.
  • Coordinate internal audits, external audits and statutory inspections related to payroll, C&B, employee records and HRSSC processes.
  • Maintain audit-ready documentation, follow up audit findings and implement preventive actions to strengthen internal control.

HRIS, C&B Reporting, Forecasting & Continuous Improvement

  • Review HR master data consistency and monitor data changes affecting payroll, PIT, statutory insurance, manpower cost and HR reporting.
  • Prepare and analyze centralized C&B reports, payroll reports, manpower cost reports, dashboards and management reports for assigned entities/areas.
  • Prepare workforce cost forecasts, payroll cost projections and related data to support budgeting, business planning and management review.
  • Highlight trends, risks and cost drivers, including overtime, allowances, benefits, headcount movement and payroll variance.
  • Coordinate with IT/system owners to resolve HRIS, payroll data and reporting issues; support process improvement, automation and HRSSC standardization initiatives.

Job Required Skills And Qualifications

  • Bachelor’s degree or equivalent, with 5–7 years of experience in HR Operations, Payroll, C&B or HR Shared Services; experience in multi-site or hospital environment is an advantage.
  • At least 2 years of team leading, work allocation, performance follow-up or process ownership experience is preferred.
  • Strong knowledge of Vietnam Labor Code, PIT, statutory insurance, employment contract administration and payroll compliance requirements.
  • Strong understanding of payroll governance, HRSSC service delivery, employee data management, audit preparation and internal control.
