Healthcare Regulatory & General Affairs Director

JOB SUMMARY

The Healthcare Regulatory & General Affairs Director leads Hoan My’s engagement with healthcare regulators and government stakeholders, including the Ministry of Health (MOH), Provincial Departments of Health (DOH), Vietnam Social Security (VSS), and other relevant healthcare authorities. The role builds strategic relationships, monitors policy developments, advises senior management on regulatory matters, identifies opportunities and risks to support Hoan My’s strategic priorities and position within Vietnam’s healthcare ecosystem.

MAIN RESPONSIBILITIES

1. Government & Regulatory Stakeholder Engagement 

• Develop and maintain relationships with MOH, DOH, VSS and relevant healthcare authorities.  
• Represent Hoan My in meetings and forums with regulators.  
• Act as primary liaison between Hoan My and healthcare authorities. 

2. Healthcare Policy & Regulatory Intelligence

• Monitor healthcare policy and regulatory developments.  
• Analyze impact on Hoan My.  
• Provide recommendations to leadership.

3. Strategic Regulatory Support & Advocacy

• Support strategic projects requiring government engagement.  
• Coordinate regulatory discussions.  
• Facilitate approvals and stakeholder alignment. 

4. Social Health Insurance (SHI) & Healthcare Financing Engagement

• Engage with VSS and related stakeholders.  
• Monitor SHI developments.  
• Advise leadership on reimbursement-related matters. 

5. External Affairs & Industry Representation

• Represent Hoan My in healthcare associations and forums.  
• Build relationships with industry stakeholders. 

• Bachelor’s Degree required; Advanced Degree in Healthcare Management, Public Health, Law, or related fields preferred.
• 10+ years in healthcare regulation, government affairs, public policy, healthcare administration or related fields.
• Deep understanding of Vietnam’s healthcare regulatory environment, policy processes, social health insurance, and financing mechanisms.
• Strong network and proven experience engaging key authorities: Ministry of Health, Provincial Departments of Health, Vietnam Social Security, Government healthcare agencies and healthcare associations.
• Strategic thinking, complex regulatory problem-solving, and change leadership.
• Advanced stakeholder management, negotiation, influencing, and collaboration skills.
• High integrity, organizational awareness, and professional fluency in Vietnamese and English.
• Budget management skill and ability to lead cross-functional project team.
