Deputy Group Chief Medical Officer

JOB SUMMARY

The Deputy Group Chief Medical Officer (Deputy GCMO) is the second most senior clinical executive within the Hoan My Medical Corporation Group Medical Office. Acting as the principal deputy and alternate to the GCMO, the incumbent shares accountability for the clinical governance, quality, safety, and strategic clinical direction of the HMC network. The Deputy GCMO leads designated clinical portfolios, oversees critical governance functions, represents HMC at the highest levels of clinical and regulatory engagement, and is fully empowered to act in the GCMO's authority during periods of absence. This role is designed for an exceptional senior clinician-leader who combines deep clinical credibility with transformational leadership capability and a sophisticated understanding of private healthcare strategy. 

MAIN RESPONSIBILITIES

1. Deputy Clinical Leadership & GCMO Delegation

• Act as the GCMO's designated alternate — assuming full authority and accountability for GMO functions during the GCMO's absence. 
• Share ownership of the Group's clinical governance agenda, co-leading the development and implementation of Group-wide clinical standards, policies, and frameworks. 
• Provide senior clinical leadership and mentorship to Hospital CMOs, specialty service leads, the Director of Medical Operations, and GMO clinical staff. 
• Represent HMC in the highest-level clinical, regulatory, and strategic forums — including Ministry of Health engagement, accreditation bodies, Board committees, and international partner meetings. 
• Contribute to the GCMO's strategic agenda-setting for clinical services across the HMC network, offering clinical insight and evidence-based perspective. 

2. Clinical Quality, Safety & Governance

• Lead designated clinical governance programmes including critical incident review, patient safety campaigns, mortality and morbidity review, and Group-level clinical audit frameworks. 
• Chair or co-chair clinical governance committees at Group level; ensure that clinical risk registers are maintained, escalated, and acted upon. 
• Oversee the development, review, and implementation of clinical pathways, evidence-based protocols, and clinical SOPs across the HMC network. 
• Champion a culture of patient safety, continuous quality improvement, and clinical excellence across all HMC facilities. 
• Oversee the Group's clinical accreditation programme — including JCI, MOH standards, and applicable international frameworks — in partnership with the Quality Director. 

3. Strategic Clinical Programme Development 

• Lead the development and execution of Group-level clinical strategic initiatives, including Centres of Excellence, specialty service line expansion, and clinical programme innovation. 
• Support the GCMO in developing the 3–5 year clinical strategy for HMC, contributing analysis, clinical evidence, and stakeholder insight. 
• Evaluate emerging clinical technologies, care models, and clinical innovations for potential adoption within the HMC network. 
• Drive the development of HMC's longevity, preventive, and precision medicine programmes as a strategic clinical priority. 
• Oversee the Group Clinical Head function and coordinate specialty KOL engagement aligned with the GMO's clinical development agenda. 

4. Medical Education, Research & Academic Development 

• Lead the Group's clinical education agenda in collaboration with Hoan My Academy — overseeing CME programmes, clinical skills development, and residency/fellowship frameworks. 
• Foster a culture of research and evidence-based practice across the HMC network; support clinical teams in pursuing peer-reviewed publication and academic engagement. 
• Develop and manage relationships with Vietnamese medical universities, international academic centres, and professional medical associations. 
• Oversee the Nursing Education / Audit Manager's programme alignment with Group clinical standards. 

5. External Representation & Partnerships 

• Represent HMC in regulatory, governmental, and professional healthcare forums at national and international levels. 
• Develop and manage strategic clinical partnerships with international hospitals, academic medical centres, and healthcare organisations. 
• Engage with government health authorities, the Ministry of Health, and provincial Departments of Health on policy matters affecting HMC's clinical operations. 
• Support international patient pathway development, cross-border clinical partnerships, and global health initiatives aligned with HMC's strategic direction.

• Singapore-recognised Medical Degree or equivalent. Post-graduate degree (Healthcare Management, Medical Leadership, Health Policy, MBA) or international fellowship/training preferred.
• 15+ years post-specialist clinical experience, including 7+ years in senior leadership (Hospital Director, CMO, or equivalent). Experience leading corporate clinical functions/Group Medical Office preferred.
• Proven track record in clinical governance, quality, safety, and transformation across complex multi-site hospitals. Strong knowledge of international standards (JCI, ISO).
• Established network with Vietnamese clinical academia, Ministry of Health, and international healthcare organizations preferred. Published research or thought leadership is an advantage.
• Strong clinical authority, strategic vision, executive leadership, stakeholder influence, change management, and high integrity.
