JOB SUMMARY
- The Healthcare Regulatory & General Affairs Director is responsible for leading Hoan My Group's engagement with key healthcare regulators and government stakeholders, including the Ministry of Health (MOH), Provincial Departments of Health (DOH), Vietnam Social Security (VSS), and other relevant healthcare authorities.
- The role serves as Hoan My's senior representative in building and maintaining strategic relationships with healthcare regulators, strengthening access and engagement with government stakeholders, monitoring healthcare policy developments, and providing strategic advice to the Group CEO and Senior Management Team on matters impacting the healthcare sector.
- The incumbent will support Hoan My's strategic priorities by facilitating constructive dialogue with regulators, identifying policy opportunities and risks, supporting regulatory initiatives, and enhancing Hoan My's reputation and influence within Vietnam's healthcare ecosystem.
PRIMARY RESPONSIBILITIES
Government & Regulatory Stakeholder Engagement
- Develop and maintain relationships with MOH, DOH, VSS and relevant healthcare authorities.
- Represent Hoan My in meetings and forums with regulators.
- Act as primary liaison between Hoan My and healthcare authorities.
Healthcare Policy & Regulatory Intelligence
- Monitor healthcare policy and regulatory developments.
- Analyze impact on Hoan My.
- Provide recommendations to leadership.
Strategic Regulatory Support & Advocacy
- Support strategic projects requiring government engagement.
- Coordinate regulatory discussions.
- Facilitate approvals and stakeholder alignment.
Social Health Insurance (SHI) & Healthcare Financing Engagement
- Engage with VSS and related stakeholders.
- Monitor SHI developments.
- Advise leadership on reimbursement-related matters.
External Affairs & Industry Representation
- Represent Hoan My in healthcare associations and forums.
- Build relationships with industry stakeholders.

Job Required Skills And Qualifications
- Bachelor's Degree required.
- Advanced degree in Healthcare Management, Public Health, Public Administration, Law, Political Science, Health Economics, or related field preferred.
- Minimum 10 years of experience in healthcare regulation, government affairs, public policy, healthcare administration, or related fields.
- Demonstrated experience working with or engaging:
- Ministry of Health
- Provincial Departments of Health
- Vietnam Social Security
- Government healthcare agencies and healthcare associations
- Strong existing network within Vietnam's healthcare regulatory environment.
- Experience within healthcare providers, government agencies, healthcare associations, public healthcare institutions, or healthcare-related organizations preferred.
- Strong understanding of Vietnam's healthcare regulatory environment.
- Knowledge of healthcare policy development and regulatory processes.
- Understanding of social health insurance (SHI) and healthcare financing mechanisms is highly desirable.
- Strong stakeholder management and relationship-building capabilities.
- Excellent negotiation, influencing, and communication skills.
- Strong strategic thinking and problem-solving abilities.
- Ability to manage sensitive and complex regulatory matters.
- Professional proficiency in Vietnamese and English.
