PROCUREMENT DIRECTOR
JOB SUMMARY:
– Serve as the operational leader for all purchasing services across Hoan My Group
– Establish Procurement policy and SOPs for Hoan My Group
– Be responsible for maximizing the functionality of the Hoan My Group’s ERP system to deliver standardized and efficient workflows that facilitate high-quality service, across all areas of operations
– Lead service alignment of all of Hoan My Group’s owned and affiliated purchasing operations, work to develop and assure efficiently standardized workflows, as well as high-quality service across all areas of the health system
JOB RESPONSIBILITIES:
1. General Management and leadership
– Manage all Procurement activities of goods and services including CapEx equipment and constructions, strategic drugs and consumables, strategic OpEx service and consumable and all procurement activities for Hoan My Medical Corporation
– Establish Procurement Department and overall procurement strategy for Hoan My Group which aligned with Hoan My Group’s business objectives in both short and long-term
– Identify, evaluate and manage procurement continuous improvement and optimization activities
– Provide coaching and mentoring for staff delegated authority to perform procurement functions
– Manage and oversee the completion of tasks performed by Procurement staff
2. Provide expertise
Compliance Management
– Monitor the compliance of Procurement activities of Hoan My Group to ensure the compliance with Procurement policy and SOPs
– Develop compliance indicators for field project procurement. Track and report against performance
– Coordinate with the GCFO to identify areas of improvement for procurement project compliance
– Collaborate with Internal Audit to identify areas of weakness and ensure procurement controls are put in place
Strategic Sourcing
– Develop and implement the centralized sourcing plans
– Develop sourcing and procurement activities that support key business objectives
– Establish and enhance supplier relationships to drive sourcing & supplier initiatives to meet or exceed product quality, and service & deliver sustainable cost reductions while reducing or mitigating risk in the Supply Chain Policies, SOPs, Business Systems
– Establish Procurement policy and SOPs, conduct regular review to propose and get approval of changes of Procurement policy and SOPs for continuous improvement
– Oversee Hoan My Group’s purchasing system and provide strategic direction on procurement actions, approval workflows, thresholds, and tracking related to Purchase Requests and Purchase Orders
– Collaborate with the GCFO to ensure procurement management is aligned with corporate standards
3. Manage Change and provide initiatives
– Perform other responsibilities as assigned
QUALIFICATIONS & SKILLS REQUIREMENTS
Experience & Knowledge:
– Bachelor’s Degree or equivalent related experience
– 8+ years’ experience in procurement management required
– Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems
– Experience in the development of policies and procedures
– Experience in procurement in the medical sector or in hospitals is the advantage
– Experience to operate purchasing modules in the Oracle platform
– Experience in setting up and manage a Procurement Department at corporate level
– Experience in transforming centralized purchases
